Goodhue County Board authorized $151,000 in extra design costs for the new Hwy 24 road in Cannon Falls at its June 18 meeting. The new road will tie into the new Hwy 52 overpass being built just south of Cannon Falls, and serve the new Mayo Medical Center which also just started construction. It will then continue north and east to Hwy 25.
The objective is to complete this south section in time for the Medical Center opening in September 2014. Funds are in place to extend it to Hwy 19 near St. Ansgar's Church in 2016. That section will complete a relief road that will be needed with the extra traffic generated by the Medical Center and the new overpass, which otherwise would overload South 4th St. and the main downtown junction.
"This has been a real bearcat of a project," said Director of Public Works Greg Isakson, as he asked the Board to authorize the extra costs. "When we started to design it, MnDOT's plans for the overpass were set, and we had no choice but to tie into it. The new road will go east from there, then north up a steep hill. We thought this hill was rock, but it turned out to be made of an expansive shale, that moves when wet." This is the same shale that underlay the failed Sandstone Ridge subdivision whose ruins can be seen on Hwy 25.
Because of time constraints, and because County design staff were fully engaged on other work, the extra design work had to be contracted out. This accounts for nearly $71,000 of the added costs.
One piece of good news is that the farm the County bought for the road will be "a lifesaver," in Isakson's words. "We can put all the shale we take from the hill on the farmland, and replace it with sand from the land as a solid roadbase," he said.
The remaining $80,000 is needed for an Environmental Awareness Statement on the north section of the road. Since there is less time pressure, the rest of the design work for this section will be done by County staff.

County 2013 road projects include work on Hwy 9 between Dennison and Sogn, to start at the end of June; Hwy 168 from Hwy 60 to Hwy 52 west of Zumbrota, to start June 24; Hwy 10 from Hwy 58 to County Road 48 in Zumbrota, to start early July; and Hwy 53 near Red Wing, to start early September. All these projects will take about a month.
Bridge work will start June 24 on the Little Cannon River bridge in Warsaw Township 0.3 miles west of Hwy 14, and on 100th Avenue north of Hwy 9 in Leon Township. Later in the summer work will start on the 147 Ave. bridge in Roscoe Township just south of Branch Trail.
Kevin Manley was given planning approval for two 1+ acre commercial lots on land he owns which will be connected to 318th St Way, west of Hwy 52 near Cannon Falls, when it is extended as part of the new overpass work.
