Cannon Falls Police assisted the Dakota County Sheriff with an arrest along Hwy. 20 on the north side of Cannon Falls on Saturday, July 19 at about 6:00 p.m.
Cullen Addie, 29, 3793 292nd Street East, Randolph, MN is charged with felony sale and possession of heroin. He was being held in the Dakota County Jail. Bail was set at $20,000 without conditions or $10,000 if agreeing to sobriety and testing. He appeared in Court July 22. An omnibus hearing was set for August 19.
According to the criminal complaint, on July 11, 2014, at about 1:30 p.m., agents with the Dakota County Drug Task Force executed a search warrant at a residence in the city of Randolph at Addie's residence.
Addie was found with a plastic baggie with numerous smaller baggies in his front pocket. The greyish substance in the bags was tested as heroin and totaled 4.62 grams.
Agents also found at the residence a digital scale, drug paraphernalia, and a small amount of marijuana.
Addie provided a statement. He said he lives at the residence with two other adults and two children. He said he deals enough to support his habit. He said some was packaged for sale.
Addie had been released after the July 11 arrest, but a warrant for his arrest was issued after authorities heard he was dealing again, according to Tim Leslie,

Cannon Falls Police Chief Jeff McCormick said the rising trend of heroin use is very concerning to area law enforcement agencies. CFPD had cited Addie on July 12 for possession of hypodermic needle, no license, no insurance, no seatbelt, paraphernalia.
